claude-fable-5 的普通对话可用，但 Anthropic Tool Use 不兼容；即使强制传入 tool_choice，接口仍返回 text + stop_reason:end_turn，没有返回 tool_use + stop_reason:tool_use，导致 Claude Code 的 Read、Write、Shell、Glob 和 MCP 全部无法执行
